Petrochemical Industry advised to pre-register propane and other crude oil gaseous by-products under REACH

After discussion with the UK REACH Competent Authority and the European Chemicals Agency, BMT has idenitified the need for manufacturers of propane, or any other gaseous by-product from crude oil that is stored, to pre-register this chemical under REACH before 1st December 2008.
This will affect oil and gas operators, both upstream and downstream, that fractionate propane from crude oil during stabilisation activities at oil & gas terminals, and during onshore refining activities. In addition, any other organisation that is considered to manufacture propane under REACH, should also pre-register this substance with the European Chemicals Agency.
Concawe, a European Oil Companies Association, is currently active in the REACH Annex V working group, with the intention of having propane, and certain other by-products of crude oil processing, placed on Annex V of REACH, which will exempt them from registration requirements. A decision on this matter, however, is unlikely to be made prior to the REACH pre-registration deadline.
